Position Description: CGI Federal is seeking a highly skilled
Team Lead for Financial Management System Engineering Support to
guide system architecture, dataflow management, and documentation
efforts for a Financial Management Directorate within an Agency in
the Intelligence Community. This position plays a central role in
ensuring the Agency's financial system architecture is modern,
secure, auditable, and aligned with federal and IC policies. The
ideal candidate brings deep experience in financial systems
engineering, data governance, and financial operations, along with
the ability to lead cross functional technical teams in a fast
paced mission environment This position is located in Springfield,
VA. Your future duties and responsibilities: Financial System
Architecture & Engineering Leadership . Lead development and
maintenance of the Agency's Financial Management System
Architecture, documenting systems, tools, dataflows, processes, and
relationships to reflect the current operational environment (AS IS
state). . Manage updates to architecture documentation in
accordance with changing business processes and audit requirements.
. Ensure all updates meet compliance requirements established by
federal financial, IT, and Intelligence Community governing bodies.
. Maintain configuration management (CM) control over system
architecture documentation. Data Strategy & Governance . Lead
development and sustainment of the Financial Management Data
Strategy and Data Access Policy. . Establish and oversee a Master
Data Management (MDM) Program, ensuring consistent, accurate, and
authoritative financial data across the enterprise. . Stand up and
support an Agency wide Data Governance Forum, including charter
development, meeting facilitation, and policy enforcement.
Technical Coordination & Stakeholder Engagement . Partner with
Agency mission offices, financial system owners, and technical
teams to align system engineering activities with broader Agency
financial management goals. . Serve as a technical liaison between
financial, IT, audit, and oversight stakeholders. . Coordinate with
supporting organizations (e.g., service providers, shared service
partners) to ensure seamless system integration and dataflow
continuity. Audit, Compliance & Documentation Support . Ensure
system engineering processes comply with: . Federal financial
standards . OMB guidance . Federal Information System Controls
Audit Manual (FISCAM) . IC, DoD, and Agency specific policy
requirements . Maintain detailed technical documentation to support
internal and external audits. Continuous Improvement &
Modernization . Identify opportunities to refine, modernize, or
streamline financial system architecture. . Recommend changes to
improve data Required qualifications to be successful in this role:
. U.S. Citizenship . Active TS/SCI with CI Polygraph . 10 years
experience with IC or Federal Financial systems and processes .
Experience in corporate treasury, banking, or financial operations
. Knowledge of cash management, financial risk, liquidity planning,
and federal financial systems . Bachelor's degree in Accounting,
Finance, or Economics Desired qualifications/non-essential skills
required: . Certified Data Management Professional (CDMP) or
equivalent . Experience with federal financial system engineering,
architecture, or system modernization . Experience with data
governance, master data management, or enterprise data strategy .
Familiarity with audit frameworks such as FISCAM, SSAE 18, or IC
audit standards CGI is required by law in some jurisdictions to
include a reasonable estimate of the compensation range for this
role. The determination of this range includes various factors not
limited to skill set, level, experience, relevant training, and
licensure and certifications. To support the ability to reward for
merit-based performance, CGI typically does not hire individuals at
or near the top of the range for their role. Compensation decisions
are dependent on the facts and circumstances of each case. A
reasonable estimate of the current range for this role in the U.S.
is $100,800.00 - $245,500.00. CGI Federal's benefits are offered to
