Position Summary
The Contract Manager, is a valued business partner collaborating
with internal and external stakeholders in support of the products
and services we deliver to customers as part of a solution-oriented
team, building relationships based on integrity, and working
together to exceed our customer expectations and achieve company
business goals.
In this role, success of the Contracts Manager depends on a strong
culture of embracing ideas and perspectives of diverse skillsets
across functional organizations, with a commitment to building
positive relationships and a collaborative work ethic to influence
and execute balanced business deals.
Duties & Responsibilities
The contract management role will directly report to and act as the
deputy to the Director of Contracts. In this fast-paced
environment, the deputy will provide full spectrum contracts
management duties both to Hanover Leadership and Contracts
Management Teams as required by the Director of Contracts. This
role will have strong U.S. Government and Commercial Contracting
experience to provide strategic guidance and sound contractual and
business advice through effective communications as assigned or
required. The deputy will be required to work across business units
and internal business partners in Program Management, Business
Development, Finance, Engineering, Supply Chain, and other
functions to achieve business results.
As the deputy to the Director of Contracts it is expected that the
deputy will apply expertise and experience to support efforts to
secure new business growth opportunities. The deputy will serve as
an authorized empowered representative for the Company who will
interface with Customer buying representatives or management
thereof, for contractual issues, negotiations, and other
discussions. You will be expected to rapidly build and maintain
effective relationships with internal and external customers to
assist with mission success.
The Deputy Director of Contracts shall:
--- Act in the role as deputy to the Director of Contracts.
--- Represent the Director of Contracts as needed.
--- Responsibilities will include oversight of Contracts staff as
required.
--- Ensure compliance with company policies and procedures.
--- Contribute to Capture teams for establishing strategies for
business pursuits.
--- Responsibilities will include oversight of contracts of various
values and complexities with management visibility throughout the
business organization.
--- Effectively employ the principles of contract management
standards and contractual matters.
--- Provide leadership and strategic guidance for responses to
requests for proposals, including but not limited to proposal
responses, risks identification and mitigation, and negotiation in
collaboration with internal business partners.
--- Highly knowledgeable of the FAR/ DFAR.
--- Highly proficient with Contract types (CPFF/CPIF/CAF/FFP, and
Time & Material) and fee structures in accordance with the rules
and regulations specified by contract, as well as internal policies
and procedures.
--- Provide sound contract management and advice to meet customer
obligations and achieve company objectives for both government and
commercial contracts.
--- Oversight for management of contract performance to scope,
terms, and conditions, applicable FAR/ DFAR or other government
agency regulations.
--- Draft and conduct reviews/ redline of contractual documents
such as agreements, contract terms and conditions, letters of
communication, and other documents of a contractual nature.
--- Establish open line of communications with Supply Chain for
contract requirements and flow downs to Suppliers and
Subcontractors and effective identification and monitoring of risks
to company contract performance.
--- Act as a management point of contact for communications with
the government representatives as needed; help drive closure of
contractual matters.
--- Employ effective verbal and written communications internally
and externally coordinating customer responses with the appropriate
internal business partners.
--- Assist Director with oversight of the Contracts Teamwork
output, mentor and guide Contacts staff personnel as assigned or
needed.
--- Interact with all levels of management as required employing
sound judgement to keep management apprised in a timely manner of
contractual matters that affect contract performance.
--- Collaborate with business partners including but not limited to
Portfolio Managers, Business Development, Business/ Financial
Manager, Program Managers, Engineering Managers, Quality,
Operations, Security.
--- Collaborate with Legal including but not limited to terms and
conditions of contract or subcontract, Memorandums of Agreement,
Letter Contracts, Proprietary Information Exchange/ Non-Disclosure
Agreements, and Teaming Agreements Contracts, Request for Proposal
reviews, contract performance issues and other contractual
matters.
--- Understand U.S. Government FAR accounting & financial
principles (e.g., Cost Accounting Standards) and DFAR requirements
addressing cost proposal requirements and adequacy, requests for
equitable adjustments, invoicing, and more.
--- Perform other duties as required.
Qualifications
REQUIRED
--- Bachelor's Degree, Degree in Government Acquisition, Masters/
advanced degree, or Juris Doctorate, or CPA preferred.
--- NCMA CPCM or other equivalent certification or
accreditation.
--- Previous management experience in leadership of a Contracts
team.
--- 15+ of experience in Government Contracts, including as Prime
Contractor and Subcontractor.
--- Active TS Clearance with SCI, poly a plus and will be
required.
--- Strong knowledge and understanding of various types of
Contracts and Fee structures including but not limited to
CPFF/CPIF/ CPAF/ FFP, and Time & Material.
--- Ability to write, edit, redline, and negotiate contractual
language and agreements in collaboration with Legal and the
business teams, including but not limited to terms and conditions
of contract or subcontract, Memorandums of Agreement Letter
Contracts, Proprietary Information Exchange/ Non-Disclosure
Agreements, and Teaming Agreements.
--- Highly proficient with Federal Acquisition Regulation (FAR) and
DFAR and other applicable agency regulations.
--- Demonstrated leadership, self-direction, sound judgement and
strong and collaborative work ethic with the ability to prioritize
is essential.
--- Strong organization skills for maintenance of a Contracts
Management System for contract documentation and record retention,
policies, and procedures.
--- Excellent communication and problem-solving skills at all
levels.
--- Demonstrated business acumen and strategic thinking skills.
--- Demonstrated analytical and critical thinking skills to
adequately interpret contractual guidelines and identify potential
solutions even if no solution seems apparent.
--- Working knowledge of ITAR and Export Regulations.
--- Must be a US Citizen.
DESIRED
--- Experience with commercial contracts.
Additional Information
This position is Hybrid - Remote and will require commuting to a
designated office. Hybrid work schedules are determined by the
hiring manager based on business need.
